5th U.S. Circuit Court of Appeals rules when schools can pray   March 3, 1999 Religion Today

God can be mentioned in prayers at graduation ceremonies, but not
football games. The 5th U.S. Circuit Court of Appeals, meeting in
New Orleans, upheld a lower court's ruling. Football games are
"hardly the sober type of annual event that can be appropriately
solemnized with prayer," Judge Jacques Wiener said in the 2-1
decision. The ruling affects schools in Louisiana, Texas, and
Mississippi...
..."Today, for the first time in our court's history, the
majority expressly exerts control over the content of its
citizens' prayers," Judge Grady Jolly wrote in the dissent. "The
government has no right to control the content of our children's
prayers," Liberty Legal Institute's Kelly Shackelford said. "The
decision is wrong, flat wrong, and extremely dangerous."
